The smartech cy 23 engine is know to blow the gasket between the cylinder head and the crank case.  You should check that too.  You can get it at radar model and it is very cheap.  I think it is only 17hkd or something......  And another thing you should check is the 2T you are using.....  Friend of mine use cheap 2t and it keep blocking the carb........

normal motorcycle 2t should be ok.  the choke is only used during startup to suck fuel into the carb.  If you close the choke the engine will stall.  If everything is ok try to return the L or H to factory setting.  Should be around 1.5 turn open for both.  This setting normally should be quite rich.  Hope you get it sorted.    For the choke operation you can refer to the link below pt3.

It the engine is overheated it will not have much power....  and die.  But unlike .21 or .12 engine.  These engine is not likely to over heat as there is a fan inside.  And I had tried to lean the HSN so much so the engine will run very slow and still do not die or overheat.
