how to discharge Stick Pack

Bro, what do you use to discharge stick packs?  SideXside is not an issue la, so many dischargers out there, but how about stick packs?

I am using the Reactor 30

This thing discharge at 30A, and cut-off at 5.8v (I had to open the case and adjusted it).

All sounds normal, right?  The battery should be ready to be charged after cooling down.  But then, my 3800 will only get 2200, and 3300 will only take 1800.......

However, if I use a simple light bulb to discharger furter, my 3800 can charge 4000, and 3300 can charge 3500.  

Let me ask the question in a different way....

Many bro mentioned to discharge to 5.4v.... that's when you are connecting to a discharger to read 5.4v or not connecting to anything, and read 5.4v??
