Start with 12 degree of advance timming and tune according to yr preference.
More advance timming means more bottom end POWER, ie, increase POWER output towards high load situtation. And vice versa.

1. No LOAD Amp is useless
2. No LOAD RPM is useless
To measure performance of a brushed motor, u need both RPM and TORQUE OUTPUT under LOAD, ie. WATT
3. RPM, without other information, is just a reference for gear ratio.
A 12 degree advance timming is a good starting point.
